SAC 2011 SSB Logchecking Finished
The logchecking of this year's Scandinavian Activity Contest SSB is now complete. The final results will be published on sactest.net in the next days, with the CW results having been online since 1.5 weeks ago (a few minor category changes to be made by the webmaster). Further extended write-ups on the results will come in due course.
The winner award plaques have now been ordered, and immediate work will focus on making the public logcheck ("UBN") files available online and on shipping out diplomas as soon as possible. Again, if you would like to have early access to your UBN file, please e-mail oh6kzp@sral.fi.
Looking at the number of participants, SAC 2011, dubbed the "Polar Battle," has been a smashing success. A total of 2290 logs were received on CW and SSB combined, breaking the previous record by about 350 logs. Most of the increase can be traced to a tripled participation by Team Finland and a 50-% increase in non-European SSB logs compared to 2010. Thanks to all for your efforts!

SAC 2011 CW Results Published
[Note: The category of a handful of non-Scandinavian stations is still wrong and will be changed by the webmaster.]
The CW part of the Scandinavian Activity Contest 2011 turned out to be a well-attended first leg of the famed Polar Battle. Based on log analysis, over 450 Scandinavian, 1400 other European, and 700 non-European stations were on the air and increased the SAC buzz, with a total of 1196 logs submitted. Special thanks and congratulations go to Team Finland for the unprecedented effort to fill the battlefield with signals from OH land! It will result in certain retaliation from the SM brothers next year, to be followed by LA and OZ, making it all the more fun for all involved.
A number of new categories were introduced and a new log upload form was used this year. Post-submission quality assurance efforts to ensure the placement of top stations in the correct entry categories took place through both personal contact and the analysis of extensive data sets. Especially the Assisted category for non-Scandinavians found its target audience and made SAC as a regional contest more enjoyable to many entrants. Congratulations to DL6FBL and UW1M (op. UR5MW) for around 900 QSOs with Scandinavia, a new record by an enormous margin!
The SAC rules forbid IARU Region 1 entrants from operating under 3510 kHz. Analysis based on Reverse Beacon Network and log data indicates (statistical confidence level > 99%) that at least the following Region 1 participants have called CQ and claimed credit for QSOs in the more QRM-free window: LA2AB (op. A small minority of uploaded logs appear as entries with 0 points in the claimed scores list. For checklogs this is as it should be, but not in case you are entering one of the regular categories. If this happens to you, simply upload your log again: after pressing "Confirm log registration", wait patiently until the "Calculating score, please wait" notice in the upper left corner disappears and a new "Thank you" window opens. If you still have trouble, please e-mail sacsupport@sral.fi for help, attaching your log to the e-mail. You should get a response within 24 hours.

This year's edition of the Scandinavian Activity Contest is now over! Contesters are celebrating victories, licking wounds, and sharing fun stories. We express a heartfelt thanks to all for your excited participation, for encouraging your friends to participate, and for making this a memorable event for all involved.
As of 1800 UTC today, over 650 logs have been submitted from SAC SSB, indicating yet another good turnout. It seems clear already that all prior records in the number of logs will be shattered. Still, remember to submit your SSB log by 2400 UTC on Sunday 23 October.
Before retiring to our northern huts and igloos for the winter season, we will provide you with the CW and SSB results as soon as possible. The CW results are being finalized at the moment.

Record Number of CW Logs -- Now Grab Your Microphones!
This year's SAC CW was a great success, despite the poor propagation. Up to the deadline, over 1180 logs were submitted. This breaks the previous record number of 1115 from last year, marking a continued growing trend for the contest that bodes well for the future. We thank you all for participation and for your good efforts.
Before SAC SSB, we would like to call your attention to Section 5 of the rules, which states in part: "On 3.5 MHz, Region 1 stations must not transmit below 3510 kHz on CW or above 3790 kHz on SSB." Frequency clauses have existed in the SAC rules in various forms for many years. However, they have not been enforced by previous organizers, creating an ambiguous "dead letter" situation.
The SAC Contest Committee wishes to announce that the rule will be enforced from here on similarly to any other rules. Because of the expectations created by the historical situation, the CW logs are not yet explicitly penalized. However, together with the results we will publish a warning list, based on Reverse Beacon Network data, of those CW entrants who with certainty have solicited QSOs in the forbidden band on 80m. SSB logs with such QSOs will be penalized.
Barring software issues, we hope to provide the final results of SAC CW later this week. For now, we note the excited preparations across the Arctic and the rest of the world to get on the air for SAC SSB this weekend. Again, the Nordic people will be there in force. Dust off your microphones, lubricate your vocal chords or voice keyers, and get ready to enjoy the upcoming second part of the Polar Battle!

Over 1000 logs have now been submitted from SAC CW, with over 70% coming from outside Scandinavia. Despite the poor propagation we are thus excitedly heading for a new participation record. Especially the new Multi-Band HP Assisted category for non-Scandinavians appears to have been found by its target audience.
There has been widespread discussion regarding CW QSOs having taken place under 3510 kHz, contrary to the rules. The contest committee has planned a course of action and will make an announcement after the CW log submission deadline and before SAC SSB. In the meanwhile, we encourage everybody to submit their CW logs.
Logs should be submitted on Sunday 2nd October (before 2400 UTC) at the latest. Thus, first press the "Upload contest log" button at the top right if you haven't already done so, then begin sharpening your tools and encouraging your friends to participate in the Polar Battle on SSB (8-9 October)!

This year's SAC CW was a blast, thanks to all of you participants who turned up in great numbers! The Sun also greeted us with a traditional blast that impacted propagation to/from the Arctic region, but the fun made up for that.
Over 550 logs had been uploaded 24 hours after the contest, indicating a good turnout. If you haven't done so yet, please press "Upload contest log" at the top right to submit your log. The deadline is 2 October, after which the logchecked results will be churned out within a week.

Rules for all participants
1. Aim of the contest
The aims of the contest are to promote amateur radio activity within Scandinavia as well as to encourage amateur radio communications between Scandinavian and non-Scandinavian amateur radio stations. Scandinavian stations will try to work as many non-Scandinavian stations as possible and vice versa.
Scandinavian stations are defined by prefixes as follows:

Norway LA - LB - LG - LJ - LN
Finland OF - OG - OH - OI
Aland Islands OFØ - OGØ - OHØ
Market Reef OJØ

2. Eligible entrants
Radio amateurs all over the world are invited to participate.
3. Periods
CW: 3rd full weekend of September each year.
SSB: 2nd full weekend of October each year.
Starts 12:00:00 UTC Saturday and ends 11:59:59 UTC Sunday.
4. Sections
Scandinavian stations, other European stations, and non-European stations are placed in separate categories.
4.1 Single Op./Single TX
Single operator means that one person performs all operating, logging and spotting functions without any external assistance. The use of DX-Cluster, Skimmer or Skimmer-like technology (such as Reverse Beacon Network, RBN) is not allowed. The station must be located in one site, with the location determined by the physical location of the transmitters, receivers, and antennas. Asking and begging stations to announce ones own call on the DX-Cluster is NOT allowed.
4.1.1 For Scandinavian stations:
* Multi Band - High Power [SINGLE-OP ALL HIGH]
* Multi Band - Low Power (output 100 W or less) [SINGLE-OP ALL LOW]

Multi-band entrants may participate in one of the ”Tribander/Single Element” or ”Rookie” categories by adding the line CATEGORY-OVERLAY: TB-WIRES or CATEGORY-OVERLAY: ROOKIE in their Cabrillo log file. Participants in the Tribander/Single Element category shall use only one triband antenna for 10, 15, and 20 meters, and single-element antennas for 40 and 80 meters. Participants in the Rookie category must be licensed less than 3 years before the CW contest starts.
4.1.2 For non-Scandinavian stations:

* Multi Band - High Power Assisted [SINGLE-OP-ASSISTED ALL HIGH]

The Multi Band - High Power Assisted category allows the use of DX-Cluster, Skimmer, and Skimmer-like technology (such as RBN). The station must be located in one site, with the location determined by the physical location of the transmitters, receivers, and antennas.
4.2 Multi Op./Single TX/Multi Band [MULTI-ONE]
Only one signal may be transmitted on any band at any time (running station). When operation has started on one band, the station must remain on that band for at least 10 minutes. The 10-minute period starts with the first QSO worked on that band.
Exception: It is allowed to work a QSO on another band if it is a new multiplier (multiplier station). The multiplier station is allowed to be on the air at the same time as the running station. The multiplier station must also stay on the "multiplier band" at least 10 minutes.
The use of DX-Cluster, Skimmer, and Skimmer-like technology (such as RBN) is allowed. The station must be located in one site, with the location determined by the physical location of the transmitters, receivers, and antennas. Asking and begging stations to announce ones own call on the DX-Cluster is NOT allowed.
4.3 Multi Op./Multi TX/Multi Band [MULTI-MULTI]
This category is only for Scandinavian stations. There are no restrictions on the number of transmitters. Only one signal per band is allowed at any time. All equipment, including receivers, transmitters, and antennas must be located within a circle with a maximum diameter of 500 meters. Separate serial numbers are used for each band.
The use of DX-Cluster, Skimmer, and Skimmer-like technology (such as RBN) is allowed. Asking and begging stations to announce ones own call on the DX-Cluster is NOT allowed.
5. Frequency bands
The 3.5 - 7 - 14 - 21 - 28 MHz frequency bands may be used according to the IARU HF Band Plan. On 3.5 MHz, Region 1 stations must not transmit below 3510 kHz on CW or above 3790 kHz on SSB.
Note: On 7 MHz you may still want to work split on SSB between Scandinavia and Region 2 stations, since the Region 2 Band Plan upper frequency limit is 7300 kHz.
6. Contest exchanges
The contest exchange consists of RS(T) plus serial number starting with 001 (e.g. 59(9)001). (QSO’s after 999 are numbered 1000, 1001 etc). The same station may be worked once on each band. Cross-mode and/or cross-band QSO’s are not allowed. The minimum content of a valid contest QSO is a correct callsign and correct contest exchanges.
7. Scoring
7.1 For Scandinavian stations:
A two-way QSO with correct sent and received exchanges counts for QSO points.
* EUROPEAN stations give two (2) points for every complete QSO.
* NON-EUROPEAN stations give three (3) points for every complete QSO.
7.2 For non-Scandinavian stations:
A two-way QSO with correct sent and received exchanges counts for QSO points.
* EUROPEAN stations credit their logs with one (1) point for every complete Scandinavian QSO.
* NON-EUROPEAN stations credit their logs with one (1) point for every complete Scandinavian QSO on 14, 21, and 28 MHz and with three (3) points for every complete QSO on 3.5 and 7 MHz.
8. Multipliers
8.1 For Scandinavian stations:
Each worked non-Scandinavian DXCC country is valid for one multiplier for each band.
8.2 For non-Scandinavian stations:
Each worked prefix-number (Ø-9) in each Scandinavian country is valid for one multiplier for each band (e.g. SI3, SK3, SL3, SM3, 7S3 and 8S3 are all in ONE district and count for ONE (1) multiplier on each band).
Portable stations without a prefix number count for the 10th area (e.g. LA/G3XYZ counts for LAØ).
OHØ (Aland Is.) and OJØ (Market Reef) are separate call areas. SJ9 and SI9 counts for the 9th district in Sweden.
9. Final score
To calculate the final score, multiply the sum of QSO points on all bands with the sum of multipliers worked on all bands.
10. Logs
Logs must be submitted separately for CW and SSB, and the QSOs must be listed in chronological order.
By submitting a log, you agree that your log and the corresponding log checking report may be made open to the public.
Electronic submission of logs at http://www.sactest.net is required for all entrants. The website provides conversion tools and allows manual entry for those operators who have used a paper log while operating.
Use the CABRILLO format. Please ensure that you fill out all of the header information.
Please check your log for typing errors and leave all your QSOs in the log, dupes included. The log checking software will find the dupes and mark them with zero points.
11. Closing date for logs
Cabrillo logs or typed-in paper logs shall be uploaded no later than two weeks after the end of each part of the contest.
12. Awards
The top scoring station in each country, in each category, on both CW and SSB, will receive a Contest Award, provided a reasonable score is made.
Scandinavian winner stations will receive a Contest Plaque in the High-power, Low-power, Low-power Rookie, and Low-power Tribander/Single-element multi band categories.
The non-Scandinavian continental winners will receive a Contest plaque in the High-power multi band category, provided a reasonable score is made.
Depending on the number of participants, the Contest Committee may consider additional awards.
13. Dispute
Violation of Amateur Radio Regulations in the country of the contestant or the rules of this contest, unsportsmanlike conduct and taking credit for unverifiable QSOs or multipliers may lead to disqualification.
The decisions by the Contest Committee are final and definite. The right to changes in these rules is reserved.
14. Organizer
The Nordic Radio Amateur Union (NRAU) is the organizer of the contest. Members of NRAU are EDR, FRA, IRA, NRRL, SRAL and SSA.

Frequently Asked Questions (FAQ)
Q: Do special prefixes such as OZ700 or OH25 count as their own multipliers for non-Scandinavians?
A: No. The example prefixes count as OZ7 and OH2.
Q: How is a log penalized in the logchecking process?
A: You lose all points (and the multiplier, if applicable) from a specific QSO by miscopying the other station's callsign ("Busted"), RST, or serial number ("Exchange error"), or by not being in the log of the other station ("Not in log"). However, any multiplier lost in this manner is compensated if there is a later correct QSO that gives the same multiplier. You do not lose points for a copying mistake (call/RST/nr) made by the other station.
Q: We're planning to work in the M/M category, but our logging program isn't able to send separate serial numbers for each band. Can we use common numbering for all stations?
A: Yes, in 2011 you can. It has come to our attention that some of the leading logging programs don't support separate serial numbers for M/M stations in SAC. This will be remedied as soon as possible (for N1MM v11.09.01 and newer it has in fact already been fixed), but because of the short timing, please go ahead with common numbering.

Musings on the spec
• The goal of the Cabrillo summary sheet information is for the contest participant to describe the nature of his participation in the contest. It will be the responsibility of the contest sponsor to assign a given log to a valid contest category based on the attributes of the operation.
For instance, there is no Single Op Assisted category in the Scandinavian Activity Contest. However, many people operate packet assisted as a matter of course. It will be up to the contest sponsor's discretion to assign such logs to be Multi Op or Checklog. If desired, the logging software may coerce the user to select a valid combination of category attributes for a given contest -- this is left to the discretion of the software author.
• Cabrillo V3 is intended to be backwards compatible with previous versions of Cabrillo. Therefore if people submit logs that were created by Cabrillo v2-compliant loggers, their logs will still be accepted by Cabrillo v3 email robots.
• One goal is to make the logs and summary sheets easy to digest by both humans and by computers. The only appropriate non-printable characters in a log submission should be SPACE and the appropriate text end-of-line sequence for the platform the logging program runs on, such as CR/LF for DOS.
• CLAIMED-SCORE is included so that a High Claimed Scores report may be generated. Line score data such a QSOs, QSO points, multipliers will be computed during the log checking process.
• CLUB, OPERATORS, SOAPBOX, and ADDRESS lines may appear multiple times with different data, as shown. Please limit the nubmer of ADDRESS: lines to a total count of four so that the name and address may be fit onto a standard mailing label.

Manual input of a paper log for SAC:
SM2EZT has made a program for manual input of a paper log for SAC. The output file will be a CABRILLO-file for checking your log in a log checking program. It will be called yourcall.log (example: SF3A.log).
This version can also be used to log in realtime!

The zipped file contains two files; an .exe-file called SACMan.exe (539 kB) and cty.dat (73.0 kB - cty-2112 - VER20110911). Due to restrictions from the server provider we have to distribute the file as a .zip-file called SACMan.zip (285 kB).
How to install: Save in a temporary directory, unzip the file using WinZip or similar, use File Manager to put SACMan.exe and cty.dat in a folder that you prefer (example: C:/Program/SACMan).

Fill in the Log Header and hit the button Save Log before you start entring the QSO. Do not forget to record the PIN code on a piece of paper so you have it available if and when you want to load the log in to the browser again, or when you should upload it to the list of results (Send Log). The system asks for the PIN code if necessary.
Use UP or DOWN arrow-key on the keyboard to change time and CTRL-UP/DOWN to change RX RST and ALT-UP/DOWN to change TX RST. Do not forget to select the contest before you start to enter the QSO.
It is recommended to save the log periodically, when you enter the QSO into the log.
